You do not require a registration or identification for buying Bitcoin worth up to EUR 250. For amounts larger than EUR 250, a one-time identification by means of an official photo ID (front and back) is required. After you have identified yourself, you can buy amounts larger than EUR 250 at any time. The recorded data is only stored internally.
You'll need the QR code of your Bitcoin address and an official photo ID for purchases larger than EUR 250.
